Profesor Emeritus Tan Sri Datuk Dr. Hj. Omar bin Abdul Rahman merupakan pakar Veterinar Malaysia pertama mendapat Ph.D dari University of Cambridge, UK, profesor pertama dilantik di UPM serta dekan pertama bagi Fakulti Perubatan Veterinar dan Sains Haiwan UPM. Kecemerlangannya merancang pembangunan program pengajaran dan penyelidikan serta membina jaringan dengan kolej veterinar yang terkemuka di luar negara berjaya mempertingkatkan reputasi UPM di mata dunia. Kepimpinan beliau diiktiraf dengan pelantikannya sebagai Timbalan Naib Canselor (Akademik) UPM pada tahun 1982.

Kewibawaan Profesor Emeritus Tan Sri Datuk Dr. Hj. Omar bin Abdul Rahman mendapat perhatian Tun Dr. Mahathir Mohamad yang telah melantiknya menjadi Penasihat Sains pertama kepada Perdana Menteri (1984-2001). Era tersebut menyaksikan komitmen luar biasa kerajaan terhadap pembangunan Sains, Teknologi dan Inovasi (STI) dengan lahirnya Polisi Sains dan Teknologi yang pertama di Malaysia serta rangkuman bab Sains dan Teknologi dalam Rancangan Malaysia Ke-lima (1986-1990).

Kerangka Amalan Terbaik Pengurusan Teknologi Profesor Emeritus Tan Sri Datuk Dr. Hj. Omar bin Abdul Rahman terus menjadi rujukan negara serta menjadi salah satu strategi terpenting Wawasan 2020. Beliau juga adalah pengasas Malaysian Technology Development Corporation Bhd. (MTDC), Malaysian Industry-Government Group for High Technology (MIGHT), Technology Park Malaysia dan Akademi Sains Malaysia (ASM), serta memperkenalkan Skim Pembangunan Sains dan Teknologi menerusi dana penyelidikan saintifik, termasuk program Intensification of Research in Priority Areas (IRPA).

Selain itu, Profesor Emeritus Tan Sri Datuk Dr. Hj. Omar bin Abdul Rahman merupakan Presiden Association of Veterinary Surgeons, Malaysia-Singapore (1972-73 dan 1985-87), Malaysian Scientific Association (1984-88), Federation of Asian Scientific Academies and Societies (2003-2009), Science Council of Asia (2002) dan mantan Timbalan Presiden Third World Network of Scientific Organisations (TWNSO)-Asia, Presiden Malaysia University of Science and Technology (M.U.S.T) pada 2007 hingga 2009, serta ahli lembaga pengurusan Science Council of Asia (2001-2005). Kini beliau adalah Penyelaras Unit Penasihat Polisi STI (SPCU) di International Science, Technology and Innovation Centre for South-South Corporation (ISTIC).

Profesor Emeritus Tan Sri Datuk Dr. Hj. Omar bin Abdul Rahman telah menerima lapan (8) ijazah doktor kehormat daripada Melbourne and Queensland (Australia), Sterling and Bristol (United Kingdom), Guelph (Canada), Universiti Kebangsaan Malaysia (UKM), Universiti Teknologi Malaysia (UTM) termasuk Profesor Emeritus UPM serta pernah memenangi ASEAN Achievement Award in Science (1993), Fok Ying Tung Southeast Asia Prize (1998) dan Tun Abdul Razak Award (International) (2000). Beliau juga merupakan penasihat dan ahli lembaga pelbagai organisasi termasuk MSA, MINDS, Malaysia Innovation Foundation, Malaysian Toray Science Foundation, Swedish-Malaysia Education Fund, dan Mahathir Science Award Foundation serta Pengerusi BostonWeb Academy Sdn. Bhd.

Prof. Abdul-Rahman was born on 9 November 1932 in Kota Baru, Kelantan, Malaysia. He is married and has three children.

Tan Sri Datuk Dr Omar bin Abdul Rahman, is a graduate in Veterinary Science from Sydney University, Australia (1958) and has a PhD from Cambridge University, UK (1966). He started his professional career in 1960 in veterinary research, then in 1972 moved on to academic life at Universiti Pertanian Malaysia (UPM), now Universiti Putra Malaysia where he was the Founding Dean of the Faculty of Veterinary Medicine and Animal Sciences and the first professor appointed by the university. Tan Sri Datuk Dr Omar played major roles in the establishment phase of the university and in the founding of several faculties and academic programmes. His last position at UPM was as Deputy Vice-Chancellor for Academic Affairs.

In 1984 he was appointed Science Adviser in the Prime Minister's Department, the first person to hold the position. As Science Adviser, Tan Sri Omar served on a number of national committees including the National Development Planning Committee, the National Council for Scientific Research and Development, the National Information Technology Council and the National Telecommunication Council. He initiated a number of national programmes for enhancing R and D funding, for commercialization of the results of research and for the overall improvement of the national S and T management processes. He was Founding Chairman of the Malaysian Technology Development Corporation (MTDC) and the Founding Chairman of Technology Park Malaysia Corporation. He was also the Founding Joint - Chairman of the Malaysian Industry-Government Group for High Technology (MIGHT) as well as the Founding President and Senior Fellow of the Academy of Sciences Malaysia. Tan Sri Omar also established Composite Technology (Research) Malaysia Sdn. Bhd. (CTRM) which promoted composite material products manufacturing and initiated the light aircraft industry in Malaysia.

Tan Sri Omar has been and is still active internationally. He has served on the United Nations Council's for Science and Technology for Development (UNCSTD) and a number of UNESCO's Committees, as well as on the OIC's Standing Committee on Science and Technology Cooperation (COMSTECH). He was President of the Third World Network of Scientific Organisation (TWNSO), and of the Science Council of Asia. He is the founding and current chairman of the London-based Commonwealth Partnership for Technology Management (CPTM), a Founding Fellow of the Islamic World Academy of Sciences; a Fellow of the Academy of Sciences of the Developing World (TWAS) and an Honorary Fellow of the National Academy of Sciences, Kyrgyz Republic. He is one of the prime movers of the International Smart Partnership Dialogues regularly held in Langkawi Malaysia (LID) and in Southern Africa (SAID) which promote the ethos and practice of Smart Partnership, the win-win philosophy for all forms of cooperative undertaking and multi-stakeholder partnering.

For his contributions, Tan Sri Omar has received honorary doctorates from five overseas universities (Stirling, Melbourne, Guelph, Bristol and Queensland) and three Malaysian universities (UTM, UKM and UPM). He received the Asean Achievement Award (Science) in 1993, the Fook Ying Tung South East Asia Prize in 1998 and the Tun Abdul Razak Award (International Category), in 2000. He retired as Science Adviser in January 2001 after serving for 16 years but remains as the Malaysian Prime Minister's Special Representative to CPTM. Upon retirement in January 2001, he was given the task of establishing and managing the Venture Capital for Technology Acquisition (VCTA) fund, a government fund managed by Kumpulan Modal Perdana Sdn. Bhd., of which he was CEO from 2001 to April 2007.

Tan Sri Omar sits on the Board of a number of public-listed companies (Kotra Industries Berhad, Encorp Berhad, OSK Ventures International Berhad, Green Packet Berhad, BCT Technology Berhad) and a number of private companies. His current position is the President of Malaysia University of Science and Technology (M.U.S.T).

Academician Prof. Emeritus Tan Sri Dr Omar Abdul Rahman, FASc graduated in veterinary science from the University of Sydney (1958); obtained a Certificate in Pathology from the University of Queensland (1959) and a Ph.D. from the University of Cambridge (1966).

In addition, he has been awarded the following honorary degrees: Hon DVSc (Melbourne, 1985); Hon Doctor of the University (Stirling, 1986); Hon Doctor of Laws (Guelph, 1989); Hon Doctor of Laws (Bristol, 1993); Hon DSc (Queensland, 1995); Hon DSc (UTM, 1996); Hon DSc (UKM, 1998); Hon DSc (UPM, 1999).

Tan Sri Omar started work as a Research Officer in the Veterinary Research Institute, Ipoh in 1960 and was promoted to Senior Research Officer in 1966. In 1972, he was appointed the Founding Dean of the Faculty of Veterinary Medicine and Animal Sciences and the first professor at the newly established Universiti Pertanian Malaysia (UPM), now University Putra Malaysia. He played a major role in the establishment phase of the university. His last position was as Deputy Vice Chancellor Academic Affairs. He is now Professor Emeritus of the University.

In 1984, Tan Sri Omar was appointed to the new position of Science Advisor in the Prime Minister’s Department. As Science Advisor, he served on a number of national committees and initiated many programmes for enhancing technology management, increasing funding for Research and Development (“R and D”) and for commercialization of the results of research. He was the founder chairman of Technology Park Malaysia Corporation (“TPM”), the Malaysian Industry-Government Group for High Technology (MIGHT), Composite Technology (Research) Malaysia Sdn Bhd (CTRM) and Malaysian Technology Development Corporation (MTDC).

Tan Sri Omar is the founding and current chairman of the London-based Commonwealth Partnership for Technology Management Ltd (CPTM), Founding Fellow of the Islamic World Academy of Sciences, a Fellow of the World Academy of Sciences (TWAS), an Honorary Fellow of the Academy of Sciences of Kyrgyzstan. He was a member of the United Nations Advisory Committee on Science and Technology for Development, the Executive Committee for OIC Ministerial Standing Committee on Scientific and Technological Cooperation and of the UNESCO’s International Scientific Council for Science and Technology Policy Development. He is the past President of the Federation of Asian Scientific Academies and Societies (FASAS), the past President of The Science Council of Asia and a former member of UNESCO Committee on Ethics of Science and Technology (COMEST).

Tan Sri Omar was the Founding President and is a current Senior Fellow of the Academy of Sciences Malaysia. He also is currently a member of the External Advisory Council of MAHSA University, a member of the Council of UCSI University and Senior Distinguished Fellow of KSI Strategic Institute for Asia Pacific. He is Chairman of the Dialog Rakyat Organising Committee, championing the Harmoni-Mesra Concept, Principles and Practices. Tan Sri Omar has been Non-Ececutive Chairman on a number of public listed companies including : Kotra Industries Bhd , Encorp Bhd, GreatWorld Plastics Bhd and GreenPacket Bhd, and Director of OSK Ventures International Bhd and BCT Technology Bhd
